CHARTER ORDINANCE NO. 20
A CHARTER ORDINANCE REPEALING CHARTER ORDINANCE NO. 17 AND MODIFYING THE KECHI CITY CODE PERTAINING TO THE DEFINITION OF A QUORUM TO DO CITY BUSINESS.
BE IT ORDAINED by the Governing Body of the City of Kechi, Kansas as follows:
SECTION 1. Charter Ordinance No. 17 and the City Code of Kechi, Kansas are hereby modified by the following amendments to the Code in Chapter I, Article 2, Sections 1-203, 1-204, and 1-211.
SECTION 2. Chapter 1, Article 2, Sections 1-203, 1-204 and 1-211 of the Kechi City Code are hereby amended to read as follows:
1-203. SAME; MEETINGS. (a) Regular meetings of the governing body shall be held on the second and fourth Thursdays of each month at 7:00 p.m. In the event the regular meeting day shall fall on any legal holiday or any day observed as a holiday by the city offices, the governing body shall select a new meeting day.
1-204. SAME; QUORUM. In all cases, it shall require a majority of the council member elect to constitute a quorum to do business. Physically absent council members may attend a meeting by telephone or other electronic means if the council member can hear the comments of the person commenting on any item subject to debate which said absent council member shall vote on at a lawfully called meeting.
1-211. RULES AND ORDER OF BUSINESS. The following shall constitute guidelines for the rules and order of business of the city.
Rule 1. Adjourned Meetings. Adjourned meetings of the governing body may be held at such time and place as the governing body may determine in the motion to adjourn.
Rule 2. Special Meetings. Special meetings may be held at any time upon a call signed by a majority of a quorum of the governing body.
The call of a special meeting shall be in substantially the following form:

SECTION 3. This Charter Ordinance shall be published one a week for 2 consecutive weeks in the official city newspaper.
SECTION 4. This Charter Ordinance shall take effect 61 days after its final publication unless a sufficient Petition for Referendum is filed and a Referendum held on the Ordinances provided for in Article 12, Section 5, of the Kansas Constitution, in which case this Ordinance shall become effective only if approved by the majority of the electors voting thereon.
